Morocco: The messenger of the revolt
By Isabelle Mandraud Le Monde, 02/27/2011
Young unemployed computer Osama El Khlifi is behind the demonstrations of February 20 in Morocco. He relied on the example of "brother countries", Tunisia and Egypt, to structure its action on the Web
voice hoarse by wanting to be heard. In the street, first, to demand "more democracy" and a "change of constitution." In meetings, then, to snub the megalomaniacs who want to assume a leading role, berating the timid, and decide later.
Osama El Khlifi stubbornly, his emails were hacked, her personal Facebook pages offline and himself the subject of vitriolic attacks launched by his detractors on the Net, where he is depicted as a small head intractable, "Osama and his gang." The strong speech delivered by King Mohammed VI after the events of 20 February, in which the king said he would not bow to "demagoguery" did not budge an iota of his line: "It did not listen to the messages we sent him. We, we want a change. The tone is polite but adamant.
The last parliamentary elections in 2007, won by the party's historic Independence, the Istiqlal, and marked by a record abstention, disappoint him. It was after this, he says, he began to "talk" with friends on the Facebook network. Comrades "virtual" initially met by chance, recognizes the young computer scientist, who knew no, or little, and became, over time, true friends in the flesh. Sikouk like Hakim, a large bearded dynamic, professor of philosophy, 26, came from Safi in the region of Doukkala-Abda, on the Atlantic coast; or Hilana, a young and petite 23 year old translator at the pretty hair buckled. "We all met on the Net, Osama El Khlifi enthuses. This ranges from 18 to 25 years, and we are present in all regions of Morocco, Agadir, Rabat, Tangier ... "The Web allows the isolation and opens a free space left dormant by the press and media, controlled by power or self-censored fear of economic retaliation. In 2008, Osama El Khlifi going to graduate from a private computer school in Rabat, and chains of fixed-term contracts, sometimes unrelated to their training. But the links have been forged, a small network formed when the revolution occurred in Tunisia, which causes, in Osama and his friends, a real snap. It is all initiatives to support the "brothers" in Tunisia, with whom he develops a relationship over the Internet, as with the "brothers" in Egypt. "We thought the time for change has come," smiled the young man. With handful of friends, he created the first Facebook group called Movement for Democracy Now. In four or five days, 8,000 people registered on their site. Two other groups are created on the same model. The three eventually merge to give birth, 3 February, the Movement February 20, whichever is quite arbitrary, chosen by the Internet to organize demonstrations. On the eve of the first shows, more than 20,000 friends have registered.
For good measure, an alliance was established with young Islamists of Al Adl Wal Ihsan ("Justice and Spirituality), the largest movement Morocco's Islamist, not legal but tolerated since its inception in 1973 by Sheikh Yassin. It lends to the organization, whose members do not recognize the king as the Commander of the Faithful, a considerable influence, especially among students. The daughter of the leader Nadia Yassine, also militates for the abolition of the monarchy in Morocco and its replacement by an Islamic Republic, which earned him to be prosecuted, but his trial did not place.
Without going to organize joint committees, young surfers and Islamists have agreed on a single platform: watchword unified Change of Constitution, no slippage, no slogans "xenophobic" (that is to say anti-Jewish), no separate marches. This closeness with young Islamists do not dislike Osama El Khlifi. "Islamists, leftists, we are all united, yes, all united for one goal, democracy," he pleads. We may be unable to agree on everything, but we are absolutely willing to demonstrate together. "
cooperation has its limits anyway, and it is obvious that between the core of the initiators, jealous of their independence to the point of not supporting the comments of a blogger known and active accused him of shooting to cover the events, usually found in the Moroccan Association of Human Rights (MAHR). They are not members, but hold their meeting at its premises, door closed, accepting any invasion, not even that of their hosts. Seasoned activists of human rights waiting patiently outside.
Tonight February 20, it's time accounts. Young people are developing between them, under a statement that two of them, a girl and a boy, take care to write on a computer. A second meeting starts then mixed this time, combining activists associations and young Internet users. The discussion is lively, as many are concerned about the incidents reported in several cities, Marrakech, Larache, Sefrou, especially Al-Hoceima, and attributed to vandals. Shops were destroyed, some buildings and vehicles torched.
The young philosophy professor Sikouk Hakim, spoke. "One: the movement is successful," he lists. Two, he continues. Three, we salute the organizations that have supported us. Four: we denounce the vandalism, those who have not committed we are absolutely not. These are traps Makhzen [Moroccan institutions]. " At his side, finger raised, Osama El Khlifi, annoyed. He defends youth "who have the same slogans [they]. "For the rest, he adds, it is not our responsibility," he repeated, about the incidents.
A voice in the room who raised the question of the continued presence of "500 young people" remained on the Boulevard Mohammed V, Rabat center, despite the last set to come home, given by the movement to to avoid overflows, he moved to realize on-site and call the "spread." Reluctantly.
He wanted Osama " to death or prison . It s "personally committed to finding Osama El Khlifi and to kill that son of a bitch " it also deals with" little queer "
In a democratic country incitement to hatred and death threats are severely punished. In Morocco they are the defenders of human rights being put in jail.

voice hoarse by wanting to be heard. In the street, first, to demand "more democracy" and a "change of constitution." In meetings, then, to snub the megalomaniacs who want to assume a leading role, berating the timid, and decide later. Osama El Khlifi, 23, is on all fronts, tired but determined. Respected by other kids, too. Unemployed computer "for seven months," says he, is the source of events in Morocco, a country that thought - hoping - to be spared by the turbulence in the Arab world. After the raising of 20 February which, to everyone's surprise, led 37,000 people to the streets, according to its own balance sheet of the Moroccan interior ministry, ten times over by the organizers, it prepares the new appointment you are 26 and 27 February when the climate trends.
The planned sit-in in stride, in Rabat, the Moroccan capital, have been unceremoniously dispersed by police, however, remained very quiet so far. "We are not afraid of anything," said Oussama El Khlifi with the spirit of his age, we are ready to die to defend democracy and our country. "In Morocco? "Yes, we want a change," he insists. We have no real parliament or government, but a king who does everything. "
The young programmer wants to trim the powers of the Moroccan monarch and limit its powers to a ceremonial role, like that of the sovereign of Spain or Britain. A project inconceivable to the Alawite dynasty of Morocco, which claims a direct lineage with Mohammed. Especially since Mohammed VI came to power in 1999, founded his style on a sustained presence on the ground, unlike the international scene where it shows little.
In jeans and sneakers, a cap on his black hair, a hint of beard on his pale cheeks giving it a false air of Che Guevara, Osama El Khlifi appears as a child of the middle class who grew up in Rabat. He is the only son of a policeman, always active, and is suspected of heated discussions with the family. "We exceeded all of this, he supports me," begs the son. Commitment by thirst, he joined in the recent past in the Socialist Union of Popular Forces (USFP), a party born in 1975, the first legislative elections in 2002 before being demoted five years later than the fifth place on the parliamentary scene. In April 2010, after a brief stint in its ranks, he throws in the towel: "The USFP is with the regime. "Worn by years of fruitless opposition, and sometimes compromise with the government, political parties do not appeal, nor do they attract the youth of his generation.
This does not mean that Osama El Khlifi is not interested in politics, quite the contrary. Every time he sees "a protest move," he "participates". It's true parades of Solidarity with the Palestinian people, or rallies against unemployment and insecurity. In November 2010, while employed at a restaurant in Laayoune, Western Sahara, he spontaneously joins in the procession which passed under her windows with social demands.

Catchy Names For Resale
The Moroccan regime supports Gaddafi
By Zineb El Rhazaoui, 03/03/2011
batons and feet are the answer to the Moroccan authorities citizens who report crimes against humanity guide Tripoli. A sit-in organized by a network of associations of Human Rights Tuesday, February 21, 2011 at 17h before the Libyan Cultural Centre in Rabat has been violently repressed by the Moroccan forces riot.
Insults, blows, contempt, nothing has been spared to those who came to denounce the Libyan dictator. "They stole my laptop to my son and assaulted," said Mohammed Ennouhi, President of the Moroccan Human Rights Forum.
Representatives Association Moroccan Human Rights (MAHR) were summoned to 15h (two hours prior to the sit-in) at the office of Mohamed Regraga, Governor and deputy prefect of Rabat, they meant that the demonstration was prohibited by written order. "We told him that the ban was illegal because it violates the right to protest, he replied that orders from above, and it is above the laws ," said Youssef Raissouni, member of AMDH summoned to the meeting. Knowing that the governors and prefects are appointed directly by the king, these "orders from above "can therefore only come from the royal cabinet.
the eyes of activists and journalists present at the sit-ins, Mohammed VI demonstrates the way that not only does not condemn the actions of the genocidal dictatorship of Libya, but it is ready to renew his friendship. While many Libyan diplomats posted abroad have already announced their disengagement with the regime in Tripoli and they had followed the uprising, the ambassador in Rabat Gaddafi did nothing.
According to independent journalist and political analyst Ali Amar, "by his silence in the face these historical events that have shaken the region, its repression against the anti Ben Ali, then anti Gaddafi in Morocco, and its total disregard for the messages that the Moroccan people sent him during the march of February 20 he described as demagogic, it is the objective ally of Arab dictators. "
It is recalled that Morocco is the traditional refuge of African dictators: Mubutu Sese Seko, Zaire's former potentate, a Heads of State of Africa's most bloodthirsty, died peacefully in Rabat after a long career dictator, Camara who was allowed to Sheikh Zayed Hospital in Rabat after being wounded in the head, and Obiang Nguema, the petro-dictator whose security is ensured by the Moroccans and invests heavily in the kingdom. Three inspiring examples from a long list of allies fans received with honors by Rabat.
The reaction of the Moroccan government seems incomprehensible from a regime that claims to be democratic in its formal communication . Since the beginning of the revolt of Tunisia, the Moroccan government has deployed a powerful propaganda machine moves to censure and abuse facts to nip in the bud a sling increasingly inevitable kingdom.
"The Moroccan authorities are lying even to their own agents, while we were beating us with the crap (note: name given by the Moroccan Auxiliary Forces because of the questionable color of their uniforms), shouting that their superiors we are a group of homosexuals and unbelievers who do not Ramadan, "said Saddik Lahrach, member of the Forum for Truth and Justice in this sit-in in solidarity. The regime of Mohammed VI shows now he will not hesitate to resort to violence, or call to hatred and engage in mob justice those who dare criticize him. All this, naturally demanding to be regarded as a great democrat.

France: For a stay of deportation, mass production of housing and cons Housing Prices,
For a group of signatories, 07/02/2011
Protest across France Saturday, March 12
This year, March 15 marked the end of the winter break, resuming evictions without rehousing, anxiety for tens of thousands of families and individuals to be thrown into the street by the force and falling into the exclusion ... Each year, the government accelerates a little more procedures to support donors each year, expulsions are growing that they are up 50% since 2002 ...
Tenants and accessing small-es-es are overwhelmed by soaring rents, expenses, energy, real estate and land which have never been so expensive in our country. It's a scam: more and more young, employee-es, of precarious, single mothers ... must spend more than half of their salary. Now rising energy prices, health or fresh produce, combined with rising unemployment, job insecurity, low income (benefits, wages, pensions ...) and strengthening of inequalities, already hard hit the masses.
Because of financial disengagement of the state, social housing production remains at a very low level, not including demolition and sales imposed by the government. By cons, spends 10 times more to help wealthy taxpayers to buy homes and rent them at high prices. The commodification of housing is underway. The articles are attacked and rental cropped continuously, with the proliferation of precarious status. Public housing tenants that is now threatened.
he government contends the annuity rent, profits from property speculation and land at the expense of housing rights. Law Boutin divided by three times expulsion. Donors, relayed by the Attali report, calling for a "softening" of the evictions is to say an "acceleration".
Law Hortefeux (LOPPSI2) allows the Warden to evict the occupiers 48h habitat "non standard" (yurts, cabins, tents, shantytowns, caravans, houses without permits, mobile home ...) without the judge's opinion, and destroy their homes. Approximately 200,000 people are affected.
Even households identified as priorities by DALO (right to housing) are placed at the street, while the prefects must accommodate them.
INSEE confirmed, the housing crisis worsens lack of real commitment to a policy of housing for all. An increasing number of tenants, occupiers and precarious status in accessing indebted es-es-es are threatened, eviction without rehousing, from 15 March, and often without accommodation, because the structures home are saturated ...
In this context, we demand:
- A moratorium on evictions;
- The decline and regulation of rents in the private park , and loads of energy;
- The freezing of rent public housing and financial support from the state to social landlords;
- The upgrading of housing (APL, AL);
- The taxation of real estate speculation and land, to make housing accessible
- Funding for mass production of housing (PLUS PLAI) and the upgrading of environmental quality and energy, maintaining the resource booklet of A and the deletion of all measurements in real estate tax exemption
- Duty Home dignified and suitable for any homeless person until his relocation
- Respect for DALO and immediate application of the law to requisition
- The repeal of all measures commodification of social housing (CUS, sales, demolition, privatization of public housing ...) and all those living in the more precarious es (Law Boutin LOPPSI2 Act, Finance Act 2011 ...)

Call for solidarity of the EU Mediterranean
For a group of organizations, 03/03/2011
EU in 2001 adopted a so-called "temporary protection" to nationals of states, victims of natural disasters, political unrest in their country or armed conflict, would urgently need to find shelter in Europe. But "today there is no flow of refugees from Libya, was quick to indicate the European Commission. At the same time it sends patrol its maritime borders, through Frontex, to prevent potential refugees, treated as illegal migrants crossing the Mediterranean!
While major political changes , announcing the end of authoritarian regimes, is underway south of the Mediterranean Governments and institutions of the European Union show primarily concerned to protect themselves against "uncontrolled migration" that could cause these changes. Experts and diplomatic services, which have seen nothing come of political movements in progress, do not hesitate to assert today that thousands of migrants are likely to surge in European territories.
Meanwhile, the situation is worsening day by day in Libya and its borders. In Tunisia, an influx of tens of thousands of refugees, the device is saturated, despite efforts by authorities Local. Europe can not continue to pretend that she was not concerned by the plight of tens or hundreds of thousands of people who need protection in the countries currently troubled, neither by that of migrant.es, from various other Arab, African, Asian, living there.
Not so long ago, Europe was boasting to deploy "a Euro-Mediterranean policy." This ambition would she shattered, just when many nations potential partners in this "Euro-Mediterranean" are becoming democracies?
We solemnly appeal to all European governments, the EU bodies, all political parties to be taken in consultation with partners around the Mediterranean, measures are urgently needed:
- make available planes to allow the repatriation not only nationals of European countries but of all those who can and want to return to their countries, such as Egyptians who are currently in Tunisia;
- allow evacuation by air or by sea, from portions of Libyan territory that are no longer in the hands Gaddafi, Libya blocked foreigners and their governments are unable to evacuate;
- for the reception, the European territory , refugees can not return to their country;
- Implement without delay the device to give the temporary protection to all those in the emergency situation where we can legitimately rely;
- end Frontex patrols that prevent the arrival of refugees by sea ;
We must stop feeding the fear of European populations systematically brandishing the specter of the "invasion". We must stop considering it a priority to prevent emigration from disturbed areas.

By AFP, 03/02/2011

RABAT - The former number two at the Moroccan Air Force Terhzaz Kaddour, sentenced in 2008 to 12 years in prison for "undermining external security of the state, "was pardoned Wednesday by King Mohammed VI announced his family and a government source. The former colonel, who also has French nationality, was convicted of disclosing confidential information relating to the war between Morocco and the Polisario Front in the late 70s. "It just released, it is a royal pardon, "he told AFP his daughter Sonia.
The information was confirmed by sources close to the government." He was later pardoned by King at the request of his family, "said a government official on condition of anonymity.
Terhzaz Kaddour, aged 73, was discharged Wednesday afternoon Salé prison, near Rabat, said his daughter.
Mr. Terhzaz was sentenced Nov. 28, 2008 in Rabat by the Permanent Military Court of the Moroccan Royal Armed Forces 12 years' imprisonment for "endangering the safety of external state by disclosing a secret national defense" to some "unqualified".
More than 150 MEPs from different countries and all political groups, were sent in November a letter to King Mohammed VI for the call to "pardon Terhzaz Kaddour.
He was accused of having passed in 2005 to a captain of the Air Force, Ali Najab, a copy of a letter written for the king, when he mentioned the absence of anti-missile systems on planes used by Morocco in the conflict with the forces of the Polisario Front, fighting for the independence of Western Sahara.
The conflict erupted in 1975 after the annexation by Morocco of the former English colony.
In June 2010, the family of Colonel Terhzaz had "solicited" the grace of King Mohammed VI, saying he had "always fully backed Morocco and the king".
This liberation " has done him justice and put an end to the consequences of exceptional military trial that has tainted the image of justice, "said Abderrahim Jamai Me Wednesday, one of the lawyers Kaddour Terhzaz.
organizations Defence of Human Rights, which Human Rights Watch, had also defended the former officer and requested his release saying that his trial was unfair.

revolution can it be exported to Algeria and Morocco?
By Jean-Pierre Tuquoi, Le Monde, 03/01/2011
The wind of revolution blowing across the Arab and Muslim world will he overwhelm Algeria and Morocco? For part of the press, so there must revolt it will affect Algeria, the new weak link in the Maghreb. The Moroccan monarchy, deeply rooted in history and played by a king "modern", close to his subjects would be less vulnerable. For now, the two countries, the challenge is measured and the powers that be seem ever-present. In Algeria, opponents struggle to mobilize the masses. The last gathering in the center of the capital has met only a few hundred people. Facing them, the security forces were far more numerous.
The head of state of Algeria, Abdelaziz Bouteflika, sure of his strength, has published a presidential decree, February 24, to lift the state of emergency declared in 1992, when the country was ablaze. Now, the protests will be allowed - unless ... Algiers. In Morocco, the fall of President Ben Ali in Tunisia, which has mobilized young people through social networks. Joined by associations defending human rights, training and left a fringe of the bustling Muslim-conservative, the Movement for Change on February 20 has yet achieved its goal.
is through hundreds of thousands (dozens, police said) that Moroccans marched in over fifty cities of the kingdom to seek a more democratic regime and the establishment of a constitutional monarchy. But neither sign nor slogan calling for the departure of King Mohammed VI.
lonely protesters Between Algiers and Rabat crowd good-read two different stories. In Algeria, a single political party has engaged in the protest movement: the Rally for Culture and Democracy (RCD) of Said Sadi doctor. Now its workforce are scarce. The division that exists among the leaders of the protest movement does not help matters. Those from the unions and the voluntary intend to rely on civil society and social forces to achieve a change of system. Before going down the street, they want to take time to build a platform of demands. Conversely, those from politics are in a hurry. Their priority is to enroll in the general movement of protest that shook the Arab world. Result, the coordination that united them was shattered.
But the failure of the challenge in Algeria is another reason deeper. If the Algerians are reluctant to defy the ban to protest against a power they hate the majority is that the memory of the violence of the 1990s is still alive. Some 200,000 Algerians - mostly civilians - were killed during the "dirty war" between security forces and "bearded". Few families have not lost a loved one during this decade. Mobilize a people who endured so much pain is not easy.
Morocco has not experienced such a tragedy, since the death of Hassan II, fear of the streets had disappeared. The country offers Does this mean the image of a "democracy that is now mature," as stated by the spokesman of the government, Kalid Naciri, following the events of 20 February?
The reality is less flattering to the monarchy. ills plaguing Tunisia, Egypt and other countries in the region are also those of Morocco Mohammed VI: a society increasingly unequal, closed to young people looking for a job (even if they graduate University), absolute power concentrated in the hands of the monarch and his inner circle, political parties discredited, electoral outcomes dictated by the Palais Royal, a court orders, a closely watched press.
Added to the corruption that is undermining the throne to its summit. In the telegram of a U.S. diplomat, revealed by the website Wikileaks, a businessman confides that "corrupt practices" have "institutionalized" with the advent of Mohammed VI in 1999: "In almost all major real estate projects in the kingdom, "we find" the commercial interest of the king and a handful of his advisers. " In another "memo", a former U.S. ambassador, remained near the Royal Palace, deplored "the appalling greed of the king's entourage." In the aftermath of the march of February 20, the sovereign, installing the new members of Economic and Social Council, a body with no real power, praised the "unique model of democracy and development" set up by him in Morocco. "By installing the Economic and Social Council, said the king, we give a strong impetus to the reform momentum that we have engaged." It's a safe bet that the leaders of the Movement for Change does not fit well. And not only them: already two political parties in the wake of demonstrations, began to advocate for constitutional reform. Mohammed VI also for the future is full of dangers.

Morocco: the power to drift ...
Although Mohamed VI seems able to do so, his entourage, especially fassis, the so-called traditional allies of Morocco, generals of his father, its constitution and its laws remain intact, his big man's interests Business (...) will not let him do what salutary gesture for the Moroccan people ..
By Mohamed Hifad, 02/03/2011
The Makhzen to ensure his back, began handing out "gifts" for Shereefs and zaouia, plots to slum dwellers, he begins to register in all provinces unemployed graduates, advisor to the king receives representatives of trade unions ignoring fruitless dialogue between them and the government, members of the royal family are speaking on France 24 in his owners with their faithful allies of Morocco, it injects millions of dollars into the compensation fund and the new body created in this direction began its work in a hurry, it has already increased police just before triggering events, etc..
It defends the exception of Morocco on the media but on the ground, we move up a gear to ease the anger of the people. The only possibility left to live in Morocco a White Revolution lie in the fact to make immediate Moroccans claim that loud brothers Tunisian, Egyptian and Libyan and many others after them . But the frozen Makhzen is incapable of such a turnaround from where he came out all grown up and save the people of Morocco many sacrifices in human life. It would be like to hold a language to Gadhafi because at the moment.
Although Mohamed VI seems able to do so, his entourage, especially fassis, the so-called traditional allies of Morocco, generals of his father, its constitution and its laws remain intact, his big man's interests Business (...) will not let him do what salutary gesture for the Moroccan people .. King will not agree to rule and govern and not to be tried first for abuse of power, wealth and illegal to accept a limitation of wealth in Morocco if it is not bother to make a revolution and be faced with empty coffers and make another revolution and so on. It will set a ceiling for all not exceed the surplus and recover from everyone starting with the royal family, the country's first fortune accumulated by illegal means under the dictatorship of Hassan II and in the same way today and after him all the great fortunes of the country.
So now the impasse: the choice is between dictatorship and revolution. Today, Mohammed VI made the same mistake as his father, believing that the claims of Moroccans are purely social and economic means to reduce them to express this level then they are essentially political. Even if they give a monthly salary for every Moroccan (do) today, it will not stop these events for the dignity and freedom. No one can bear to kiss her hand and come every years to kowtow to him as a slave in the Middle Ages. Moroccans do not trust the regime that has lied to them thousands of times and any reform, even serious, too late. If Morocco spleen change right now, it never will. All scenarios are possible today for Morocco!

Moroccan Committee for monitoring of February 20: Call to rally from March 6, 2011
The movement extends its shares on February 20 in Morocco to demand real democratic change in Morocco.
For the committee to support the Movement February 20, 03/03/2011 He called for new demonstrations Sunday, March 6 throughout the country. He believes that the Moroccan government has not responded to its legitimate claims.
Like the motion of February 20 in Morocco, we can not but be outraged by the response that the Moroccan State has reserved to the legitimate requests of this movement.
We unreservedly condemn repression that befell the demonstrations in connection with the movement of 20 February. The State supported its repressive response by a new mismanagement. A new shell. Yet another economic and social advisory board which he named after allegiance, clerks of the state.
This answer is not up to the aspirations of the Moroccan people. It is unacceptable. It is reprehensible.
The real democratic changes are necessary and mandatory. The Moroccan government has no choice. It should really be part of democratic change.
The wind of freedom blew across the North African region and Arabic. We welcome the revolutions in Tunisia, Egypt, Libya, and popular movements in Yemen, Bahrain, Algeria, Jordan, Iran and the Sultanate of Oman.
In Morocco, we will not let go. We continue to support and sustain the movement of 20 February in all its legitimate demands. We will carry with him until the Moroccan people hard all his rights to dignity, justice, freedom and democracy.
To continue and extend movement, Moroccan monitoring committee of 20 February called for a

Sahara West: 36 years of suffering and tension
The conflict in Western Sahara is a decolonization inconclusive because of the obstructionist attitude of Morocco, with the permissiveness of the international community (UN and EU) the explicit support of France and Spain refused to accept its responsibility as a former colonial power.
http://www.lepost.fr/article/2011/02/28/2420474_sahara-occidental-36-ans-de-souffrances-et-tension.html

Therefore, this conflict will culminate with the holding of a referendum with all democratic guarantees and transparency.
The right to self-determination of the people is recognized by numerous UN resolutions, the EU and the AU. The framework for resolving this conflict has been set by the United Nations in its resolution 1495 of July 2003, known as the Baker Plan, approved unanimously by the Security Council and accepted by the Polisario Front. However, Morocco prevents its application in violation of international law and promoting thus a situation of instability and insecurity in the region.
Today, the conflict is in a situation of stagnation and blockage, which is seen by the Morocco as favorable and a means of discouraging Sahraouis.De result, the status quo became the only way to keep control of the territory. Therefore, any proposal that departs from the requirement of self-determination referendum is doomed to failure and places the conflict in the impasse. It should be noted that Morocco is an occupying force and is not legitimate position to submit proposals. Its position has to take the resolutions of the international community.
Unlocking can be done by requiring, with firmness of Morocco stand on the legality and the rule of law Saharawi people's inalienable self-determination.
The situation of illegal occupation for more than 35 years of territories by Morocco in Western Sahara was made possible only by a permanent law enforcement on the Saharawi people by violating human rights on a continuous basis: arbitrary detention, imprisonment, disappearances, torture, judgments without guarantees, banning demonstrations and association, assassinations, which created an explosive situation in the territory. This repression was never able to overcome the resistance of the Saharawi along these 35 years.
Added to this, again, the plundering of Western Sahara's natural against all legal relations of the United Nations, such as the legal assessor Hans Corell (2002)
During all this time occupation and particularly since May 2005, the Saharawi population in the occupied territories has organized demonstrations in major cities of Western Sahara to demand its most basic rights. Events that had no echo in the UN and the EU. Demonstrations in the street outside prisons and concentration centers of torture, denunciation of unjust judgments, raised flags, graffiti on walls, fighting against the police, etc., are some actions that make up a civil resistance and peaceful population that has provided the world the urgent need for a solution before the arrival of a bloodbath that nobody wants but is encouraged by the silence of the international community.
Protest Camp Gdeym Izik is extremely important. Thousands of Saharawi have defied the most ferocious repression and have dared, in the largest peaceful demonstration conducted in the occupied territories, to defeat Moroccan and question authority.
It is not wrong to say that organized protest in El Aaiun in October 2009, was the embryo of revolts after the Arab world has known.
After this protest, the Moroccan government has banned the entry to journalists to keep away any evidence of the international press. Now, all that will happen will be held in camera closed despite the presence there of the UN force, MINURSO
Faced with this situation, it should be recalled that the United Nations:
- Did not respond despite constant appeals launched by President Mohamed Abdelaziz to the Secretary-General Ban Ki-moon due to constant violations by Morocco of human rights.
- declines to rule against the illegal exploitation of Saharawi
- Located the aggressor and the victim in the same balance to complaints raised by both parties and with their different versions on events.
- is silent face of fortification work of the berm Moroccan
- denies taking action against violations of the cease-fire committed by Morocco
- not publish the report of the Council on Human Rights UN developed after a visit to the occupied territories and refugee camps in Algeria in May 2006.
All these findings and blocking the peace process is a factor of instability in the region in addition to the configuration as the Arab revolt now is being transformed.
In this context will take place in March 2011, yet another meeting between the Frente Polisario and Morocco . A meeting still characterized by Morocco's intransigence and refusal to negotiate without preconditions, despite the important role of mediating the Personal Envoy of the UN Chritstopher Ross.
supports the Saharawi people since 1975, on one hand the harshness of exile in refugee camps, and the other, persecution, torture and violations of human rights in the territories controlled Morocco.
Despite this, he has kept intact its aspiration to freedom and to live peacefully in their land. The brutal repression has never been able to overcome his will and strength. A reality that those who favor the status quo does not want to face.
